This has nothing to do with GNU or BSD. xv is a proprietary program.
He grants a license for no charge to use for personal use, but the
program is not free in the typical sense of the word. For example, I
cannot use it at work, even on an otherwise identical system.
This does two things. One, most distributions won't distribute
proprietary programs. Two, it discourages others from contributing to
the program. The combination of these is probably why the program
hasn't changed much in the past 15 years.
