Perl? Since 1994, at least.
I remember the incompatibilities from Perl 4 to Perl 5. Then all of the
incompatibilities every time a Perl upgrade came down the pipe in Perl 5.
This was part of the reason that FreeBSD finally tossed Perl out of its
baseline install. They simply couldn't keep up with the continual
stream of Perl incompatibilities.
Python actually has been a bit better simply by virtue of the fact that
they have "backwards compatibility" as an actual goal to be achieved
between certain versions. They designate certain versions as the
"business stable" versions, and those who care write to those versions.
