I think this is a function of the key mappings you have set up
in $HOME/.vimrc. If you don't have the right ones, the arrow keys
don't work in Insert mode.

Somebody thought it was a _Good Idea_ (TM) to set the locale to
"en_US.UTF-8"? Maybe. What funny characters do you see in man pages?
Offhand, I don't see any, at least looking at "man man".
