help apache modules DSO

Hi,        I wonder if anyone can help

I have a Redhat Install 7.1 It installed fine etc server up all is running 
great.
When i install the Redhat it installed apache_1.3.19.

Ok now the issue i have to add the a dynamic Module mod_frontpage.c
so i checked that the
/usr/sbin/httpd -l
Compiled-in modules: http_core.c mod_so.c

good the so.c is there so dso is ok.

great now looking for the apxs  To run to make this module a dso.
Ok not there seems like apxs is made on a apache compile
but the redhat install didn't place it any where.

Im kind of hoping i dont have to install from scratch apache.
I bet that ill work. But for future reference what do Rehat do on
the install ?
Do the hide the real apxs in one of these cd's?
Ive tried to find it and can't Is there a trick im missing
It would be great if i  didn't have to reinstall as i would have thought
thats what modules are great for, so its hard for me to
believe that redhat cd don't contain the apxs.
