RedHat has most of the market share of linux installs, and in 7.1 by default
telnet, rlogin, rsh, etc are all -disabled-.  Until you specifically
-enable- the services, xinetd (inetd's replacement) isn't really managing
much of anything...

Everyone who has a default installation of most Linux distributions and
hasn't gone in and specifically disabled telnetd. Those of us who know
better disable telnetd, but there are a LOT of clueless people out there
who still don't know any better.
