Unsafe for mailing to programs

I haven't touched sendmail.  This worked, then stopped working.  I just
tried changing Mail back to mail, then commenting out some rules I'd
changed in .procmailrc (they were for ^ *To:, and I had changed them to
^ *TO_ )  But, when I first tried this, it worked!  It filtered a
message into mail/  So I'm *completely* stumped...
