I suspect that suid Perl scripts don't work on your system (it doesn't
work on every system).
You can kill your pppd if you started it (it's setuid root, but after
it starts your connection it switches back to your user so you can send
it signals).
Obviously, your sendmail won't be running as your user id, so you can't
just kill it.
Brian's mentioned sudo (http://www.courtesan.com/sudo/) so you might try
that.
With my logs, I set them to be group readable, group staff or something
not every user has would be fine.
