Not so much the 20 ft thing, but I'd imagine the air they breathe in
everyday is pretty toxic.

No, but everyone of those people (popcorn workers excepted) accepted the
trade-off between risk of death and employment.

Ok, I must be missing your point here.
How does a restaurant for smokers staffed by smokers equate to a welfare
state?
I did not suggest that only restaurants that allow smoking and are
staffed by smokers exist, just that it be an option to accommodate both
camps.
