No one (at least, no one without a vested interest) ever claimed it was. 
The segregation was to stop someone in the booth backing up to yours 
from ruining your meal, not to keep you from getting a whiff of smoke.

Of course, some people need to have it their way, or no way, hence the 
smoking bans in restaurants.
