Yeah. I've often wondered if I could get away with a "lighter tax".
That is, if you smoke a cigarette, put a dollar into the bucket for when 
some crybaby rats me out and the man comes to fine me.

Why break it? Because some people have nothing better to do than make 
other folk's lives difficult.
