Now _that_ rings true. Organized begging is a fact of life in many
places, including the USA. I don't know if it violates any fraud
statutes, but it should. It's the kind of thing that gives poverty a bad
name (have fun with that thought).

I do need to point out that $45k/yr is not the stuff of regular limo
rides, even tax free. So the beggar in this case gets transportation as
part of a larger conspiracy, and in some ways may still be considered a
victim.
